Director – Founder

Dr. Temmam has over 27 years of experience in project management, particularly in the fields of climate change, climate finance, and the environment. He is a consulting expert for donors across Africa and the MENA region and is the Founder and Director of the consulting firm ECI. He has worked closely with institutional decision-makers on cooperation projects related to environmental and climate policies. Dr. Temmam has led consultative processes to develop strategic documents and has been actively involved in securing international funding. He supports several Direct Access Entities in their accreditation with the Green Climate Fund (GCF) and in the development of funding proposals. With professional experience in Canada, he has managed large-scale environmental projects and trained professionals in the field. He holds a Ph.D. in Environmental Geochemistry from McGill University and a project management certification, with solid expertise in managing multidisciplinary projects.

M. Sc : Senior Financial Consultant

Holder of a Master's in Financial Engineering and a CFA certification, she started her career as an analyst before becoming a strategic advisor at the Hydro Québec Pension Fund in Canada. With strong expertise in corporate finance, markets, and green economy financing, she has contributed to sustainable development projects, including the national strategy for Very Small Enterprises (VSEs) and the self-employment status in Morocco. Since 2012, she has been a senior advisor at ECI, specializing in climate finance and the green economy. She has participated in the preparation of Morocco's Climate Change Policy, NAMA projects, supported entities in their quest for GCF accrediction and provided training on climate finance.

M. Sc : Team Leader

Team Leader at ECI, she oversees energy and climate change projects, particularly greenhouse gas (GHG) accounting (IPCC, Bilan Carbone, GHG Protocol) and the development of mitigation strategies. Her expertise also includes energy transition, with a focus on improving energy efficiency and integrating renewable energy. She holds a Master’s degree in Water, Energy, and Environmental Sciences from ENSET in Rabat. She has contributed to GHG assessments and mitigation plans for various Moroccan regions, as well as for public and private entities, and has evaluated mitigation potential across multiple economic sectors. She has also supported Green Climate Fund (GCF) accreditation processes. Her experience has led her to collaborate with institutions internationally, including in Morocco, Togo, Rwanda, and Burkina Faso.

ISSA KONE

Consultant

Engineer specialized in water and environmental engineering, with strong expertise in climate change, climate finance, and energy. Originally from Mali, he is a graduate of the National School of Applied Sciences in Al Hoceima (Morocco) and also holds a background in industrial chemistry from the Institute of Mines in Marrakech. His expertise includes greenhouse gas emissions assessment, development of mitigation strategies, and energy efficiency diagnostics and improvements. Mr. KONE has contributed to several large-scale international projects, working with institutions such as the World Bank, UNDP, EBRD, and the Municipal Equipment Fund. With strong skills in project management, analysis, and communication, he thrives in international and multidisciplinary environments. Passionate about climate and environmental issues, he is actively involved in designing and implementing sustainable solutions, contributing to climate action and the promotion of sustainable development.

Administrative Manager

Ms. Fatima Zahra Rsoune, holding a Bachelor's degree in Economic Sciences with a specialization in SME Management from Mohammed V University, has over 15 years of professional experience. Currently serving as the Administrative, Communication, and Office Manager at ECI, she manages personnel administration, accounting, and daily office operations. Throughout her career, she has gained expertise in public procurement management, financial administration, logistics coordination for trade shows, and organizing study trips.

MOHAMMED MOUSSALLIK

Consultant

Holding a Master’s degree in Electrical Engineering, specialized in Renewable Energy and Smart Grids (RESMA) from the Mohammed VI Polytechnic University (UM6P), Mohammed MOUSSALLIK is an Energy and Climate Change Consultant with more than four years of experience supporting companies, local authorities, and national and international institutions in their low-carbon transition efforts. After developing strong expertise in Bilan Carbone® and GHG Protocol methodologies as an industrial consultant, he joined Enviro Consulting International (ECI) in 2023. Since then, he has contributed to several high-impact assignments, including: the preparation of Morocco’s national greenhouse gas inventory (IPPU sector) in accordance with the 2006 IPCC Guidelines for the UNDP; the development of territorial climate action plans for the Fès-Meknès and Souss-Massa regions with the World Bank and ICAT; the preparation of the Marrakech Climate Action Plan with the UNDP and the GEF; the design of the Regional Energy Efficiency and Decarbonization Plan (PREED) for the Casablanca-Settat region on behalf of AMEE; and the development of the MRV system for Morocco’s industrial sector under the framework of NDC 3.0 for UNIDO. His expertise covers greenhouse gas accounting (Scopes 1, 2, and 3), the design and implementation of MRV systems, energy auditing and energy efficiency, as well as the development of sectoral mitigation strategies. Known for his rigor and commitment, Mohammed MOUSSALLIK has established himself as a key contributor to climate action initiatives within ECI.

Consultant

As a Consultant Engineer at ECI, Mrs. Bouthayna Beitar supports public and private stakeholders in integrating environmental and climate-related issues into their projects. Her expertise spans environmental management, regulatory compliance, climate change adaptation, and impact assessment. Holding a Master's degree in Hydro-Resources Engineering from Grenoble Alpes INP - UGA and a State Engineering degree in Rural Engineering from the Hassan II Agronomic and Veterinary Institute, she specializes in water management, infrastructure, and environmental risks. Her international experience has led her to work on large-scale infrastructure projects in France, England, Saudi Arabia, and Morocco, covering sectors such as roads, railways, buildings, and hydro-agriculture. As an environmental engineer, she has contributed to environmental impact assessments, regulatory compliance, natural resource management (including water, soil, and biodiversity), and project management assistance (PMA). Committed and passionate, Mrs. Beitar is actively involved in innovative and scientific approaches to promote sustainable and resilient development in the face of climate challenges.

SAFA AITBAH

Consultant

As a Consulting Engineer at ECI, Safa brings an integrated perspective on climate and environmental challenges in support of territorial resilience projects. Her areas of expertise include the development of climate change adaptation strategies, environmental management, and regulatory compliance. Holding a State Engineering Degree in Energy and Environment, she has built a diverse professional experience working with consulting firms, industrial companies, and technical laboratories. Her work has involved regulatory audits, environmental impact assessments, and water resource optimization projects. Beyond her technical expertise, Safa is recognized for her ability to engage and bring together stakeholders from diverse backgrounds. She has led initiatives involving national decision-makers, international institutions, local communities, and development partners, including the United Nations Development Programme (UNDP) and the Foreign, Commonwealth & Development Office (FCDO). Her commitment to equitable climate action is notably reflected in a policy briefing she co-authored with the International Institute for Environment and Development (IIED) on gender and water security.
