National Strategy for Waste Reduction and Valorization

As part of its transition toward a sustainable development model, Morocco has initiated the development of a National Strategy for Waste Reduction and Valorization, aligned with its National Sustainable Development Strategy (SNDD) and the National Environmental Charter. This project builds on the Kingdom’s ongoing commitments to combat climate change, particularly through the goals of the Paris Agreement and the recommendations stemming from COP22 in Marrakech.

Faced with the continuous growth and increasing complexity of waste, the strategy aims to go beyond mere landfill disposal by promoting a circular economy focused on reduction, reuse, and recycling. The challenge is to sustainably structure the sector by developing high-potential waste recovery streams (plastic, paper, glass, metals, etc.), while creating economic value, jobs, and preserving natural resources.

Led by the State Secretariat for Sustainable Development with the support of German cooperation (GIZ) through the ProGEC project, this strategy is based on an integrated, territorial, and participatory approach. It identifies the technical, regulatory, and institutional challenges to overcome while laying the foundation for decentralized and inter-institutional governance to foster a genuine green economy that serves the country’s sustainable development.
