Evaluation Report on Public Establishments and Enterprises

Enviro Consulting International is proud to have conducted the study that informed the fifth section of the Report on Public Establishments and Enterprises (EEP), published by the Ministry of Economy and Finance as part of the Finance Bill 2026.

This study was carried out under the project “Strengthening the National Transparency Framework on Climate Finance,” funded by the Initiative for Climate Action Transparency (ICAT), in close collaboration with the Directorate of Public Enterprises and Privatization (DEPP).

The work focused on analyzing the climate strategies of public enterprises and developing a methodology for assessing climate-related investments in a representative sample of EEPs.

The study made it possible to:
✅ Analyze the climate strategies of 44 EEPs,
✅ Conduct a pilot assessment, applying the climate evaluation methodology (ECB) to 10 EEPs, covering 58 investments with climate co-benefits between 2022 and 2024,
✅ Reinforce the strategic role of EEPs in the national economy, confirming that they are a key driver of Morocco’s green transition.
