Climate Finance Access Guide

As the impacts of climate change intensify, local stakeholders play a crucial role in implementing mitigation and adaptation projects. However, their ability to effectively plan and secure appropriate financing continues to be a significant challenge.

This guide has been designed to strengthen local capacities and facilitate access to climate finance, particularly through the integration of climate considerations into territorial strategic documents (Regional Development Plans, Agricultural Development Plans, Territorial Planning Schemes, etc.). It highlights the importance of aligning local projects with Morocco’s national commitments, notably those under the Nationally Determined Contribution (NDC), to ensure strong territorial anchoring of climate action.

In a context where international climate financing is increasing, Morocco has positioned itself as an active beneficiary thanks to its ambitious policies. However, many local actors still face difficulties accessing these funds due to a lack of qualified human resources and appropriate methodologies.

Developed within the framework of the 4C IKI project (implemented by GIZ and the State Secretariat for Sustainable Development), this guide offers a practical methodology for selecting and prioritizing projects, tested in five pilot regions. It also provides an overview of available national and international funding sources and highlights the strategic role of local territories in achieving Morocco’s climate objectives.
