World Bank PMR Project: Study on the Mitigation Potential of GHG Emissions in the Cement, Phosphate, and Electricity Sectors
As part of the Partnership for Market Readiness (PMR), a project was carried out in consortium with Perspectives Climate Group and GET2C to assess the potential for reducing greenhouse gas emissions in three key sectors: electricity, cement, and phosphates. This mission laid the groundwork for a robust sectoral mitigation strategy aligned with Morocco’s climate objectives.
The main components of the project included:
Identification of GHG emission sources, the types of gases concerned, energy consumption, and industrial process characteristics for each sector
Analysis of mitigation efforts already undertaken at both sectoral and national levels
Organization of technical consultations with industrial, institutional, and scientific stakeholders to identify specific drivers and barriers in each sector
Study of existing technologies, their energy performance, and the impacts related to ongoing expansion projects
Analysis of existing measures, along with the identification of financial, institutional, or technical barriers, and capacity-building needs
Facilitation of several multi-stakeholder workshops and the final presentation of the study with strategic recommendations

This project helped establish a coordinated analytical framework to guide decarbonization policies in the country’s highest-emitting industrial sectors, taking into account national economic and technological realities.
