PEEM Project: Developing Benchmarks and Implementation Strategies for the Moroccan Context
Morocco-Germany Cooperation (BMZ – GIZ)
The Morocco Energy Efficiency Support Project (PEEM) is part of the bilateral cooperation between the Kingdom of Morocco and Germany, funded by the Federal Ministry for Economic Cooperation and Development (BMZ).
The overall objective is to reduce energy consumption in the building, industrial, and public lighting sectors through five operational components:
Improvement of the Strategic and Regulatory Framework for Energy Efficiency (EE)
Facilitating Access to Financing for Energy Efficiency Investments in the Public and Private Sectors
Capacity Building for Energy Efficiency in Public Buildings and Tertiary Sector Companies
Optimization of Energy Services for the Industrial Sector
Modernization of Urban Public Lighting with a Focus on Safety Considerations

This mission is part of an integrated vision for Morocco’s national energy transition, laying the foundations for a structured, standardized, and sustainable energy efficiency ecosystem. It focuses on comparative analysis, institutional strengthening, and the professionalization of sector stakeholders.
