Development of a Territorial Climate Plan for the Casablanca-Settat Region
National Project for the Development of Territorial Climate Plans for 6 Regions of MoroccoMinistry of Energy, Mines, and Environment – Department of Environment
As part of the national strategy to combat climate change, this project aimed to equip six regions of Morocco with Territorial Climate Plans (PCTs) to identify the highest GHG-emitting sectors, assess regional vulnerabilities, and propose tailored mitigation and adaptation actions. The PCT for the Casablanca-Settat region serves as a strategic lever to integrate climate considerations into regional planning and support the transition toward low-carbon, resilient development.
Mission 1 – Territorial Climate Analysis (STCC)
Mission 2 – GHG Emissions Analysis
Mission 3 – Development of a Priority Adaptation Plan
Mission 4 – Awareness and Information
Mission 5 – Monitoring and Evaluation of the PCT

This climate plan now serves as a reference for regional climate action and supports the mobilization of climate finance.
