Development of the Marrakech Prefecture Climate Plan
As part of the territorial implementation of the National Plan to Combat Climate Change, a Territorial Climate Plan was developed for the Marrakech Prefecture, covering 2 urban communes and 13 rural communes. This project aimed to provide the territory with an integrated strategy to reduce GHG emissions, strengthen local resilience, and establish a robust monitoring system.
The main stages of the mission were:
Raising awareness and engaging local stakeholders through participatory workshops
Mapping stakeholders and proposing a territorial climate governance framework
Conducting the greenhouse gas (GHG) emissions inventory for the prefecture
Analyzing the territory’s vulnerability to climate change impacts (water resources, agriculture, health, etc.)
Developing a local-scale GHG emissions reduction plan
Developing an adaptation strategy and a prioritized, operational action plan
Establishing a monitoring and evaluation (MRV) system to track the implementation of measures

This project helped structure climate action at the prefecture level, promoting local ownership of climate issues and strengthening the capacity of local authorities to act coherently and sustainably
