The Global Environment Facility (GEF), as part of its 7th cycle of financial planning (GEF7), launched a global call for projects between 2018 and 2019 under its Sustainable Cities Impact Program (SCIP). Following this competitive project call process, only 24 cities representing 9 countries were selected, including the city of Marrakech in Morocco.
In this context, ECI was mandated in 2020 to prepare a project document (Prodoc) related to "Strengthening Sustainable Development in Marrakech through Innovative Planning and Financing." The project, which will be funded by the GEF, includes the following four key components:
- Component 1: Strengthening sustainable and integrated urban planning in Marrakech;
- Component 2: Sustainable, low-carbon, resilient integrated investments related to land conservation and restoration;
- Component 3: Innovative financing and scaled-up programs through sustainable urban investments;
- Component 4: Advocacy, knowledge sharing, capacity building, and partnerships.
The process included conducting a situation analysis, developing the project strategy and strategic results framework, consulting relevant stakeholders, formulating the UNDP-GEF project document, preparing the CEO approval request, and compiling the mandatory and project-specific annexes (including the development of a gender integration action plan, an environmental and social management framework, and a monitoring and evaluation framework, etc.).
